Final update:

Anomie's theory was spot on. 1.29.0-wmf.9 has been deployed to all wikis
for ~7 hours and appears to be stable.

I've filed a follow-up task for the root cause. It will very likely bite us
in the future if not properly addressed. Further discussion is on

getting to the bottom of it.

As far as I know, there is no direct access to count of pageviews directly

Not sure if that is what you are imagining, but there is one link under the
"View History" tab, called "Page view statistics" (Extenal links section).
It brings you to the Pageviews Analysis Tool, already showing stats for
that particular page for the last 20 days.
