Re: [WISPA] CTIA keynote Genachosky 3.5 ghz for small cells

2012-05-08 Thread Mike Hammett
Copy and paste from Steve's February 20th post on this topic:

3550-3650 MHz

Earlier versions of both the Senate and House versions would have required the
FCC to auction the 3550-3650 MHz band (with certain exceptions), which is
currently used by the Department of Defense and is not allocated for commercial
use. WISPA argued that this band should be made available for unlicensed use
given the coastal exclusion zones identified in NTIA's report, which depicted
areas that could be affected by shipborne radar if certain high-power, WiMax,
mobile technology were used. We also stated that mobile interests had gone on
record at the FCC as saying they did not want this band, that NTIA used flawed
assumptions and that WISPs were interested in the spectrum because of its
proximity to the 3650-3700 MHz band. We also believe that sharing with Federal
radar is possible (through databases, sensing, etc.) if the 3650-3700 MHz
technical rules are applied. Sharing should be made easier if the technical
rules are based on low-power, fixed operations.

The final version removed the auction mandate, but requires NTIA to give
priority to options involving exclusive non-Federal use and shall choose
sharing only if NTIA and OMB determine that relocation of a Federal user is not
feasible because of technical or cost constraints. Thus, the 3550-3650 MHz
band could be subject to auction ("exclusive use") unless it is not feasible to
relocate Federal users and, if that's the case, commercial and Federal users
could share the band under technical rules the FCC would adopt. The radar uses
in the 3550-3650 MHz band may be difficult to relocate, which would make the
case for shared unlicensed use easier. We'll be looking at this closely.

Re: [WISPA] CTIA keynote Genachosky more Unlicesed!

2012-05-08 Thread Mike Hammett
Copy + paste from Steve's email on February 20th. It looks like we're getting
5350 - 5470 included. Due to the bands around it, I assume it'll have the same
DFS, 30 dB limits. I hope that the higher 75 MHz comes out with 5.8 GHz rules.

=
The spectrum legislation identifies two additional bands for possible
unlicensed use. First, NTIA, the Department of Defense and other agencies will
study spectrum-sharing and risks to incumbent Federal users if unlicensed U-NII
devices were allowed to operate in the 5350-5470 MHz and 5850-5925 MHz bands --
total of 195 MHz of spectrum. The agencies will issue reports on their
findings. The report for the 5350-5470 MHz band is due in eight months and the
report on the the 5850-5925 MHz band is due in 18 months. Again, WISPA should
be a part of this process.
