You know, I thought ISP's had common carrier status and therefore were not
responsible the actions of their customers.

Yes, they should open every box and use software that is only compatible
with Windows NT4 testing every media capable of holding more then 1KB
(1024bytes).
No equipment will be provided by RIAA, however a $99/mo inconvenience
fee may apply if a) the moon is in waxing gibbous b) your initials
include A and Z and c) you sit on hold for no less then three (3) hours
when requesting this.
Point being - this is simply ridiculous. It is not the ISPs job to
monitor the customer's actions, it is not the road's fault for the
driver's car accident and it is not FedEx's job to check every single
package for contents that another company doesn't like, especially
without serious compensation for the increased overhead.
