No.  The nearest ham band is 3.3-3.5 GHz.

However, ham frequencies of interest to WISPs include 902-928 MHz, 
2390-2450 MHz, and 5650-5925 MHz.

I believe the amateur band is just below 3.5 to 3.6 I think
