I know of one health care company that does this, but apparently it is done
under the radar, meaning in a window of a building on both sides.  I
wouldn't have believed it until the CFO showed me pics of the PTP-600.

It can be done.  If you want to do licensed I think it has to be 23GHz if I
recall.  

 

Most companies in Mexico can't hold licenses. the licensed spectrum is
reserved for the telco's.

 

Probably best to contact a frequency coordinator that can guide you through
the process.
