Perhaps, it was just my system, but possibly this may help others, as well.
Attempting to bootstrap, enable, and kickstart the daemon in macOS Sierra never
worked to load org.wireshark.ChmodBPF.plist service. I'm unable to determine
how the service was originally disabled or where the saved state is stored but
I was able to resolve the problem with using a legacy sub-command of launchctl.
Open terminal and enter the commands:
'sudo launchctl load -w /Library/LaunchDaemons/org.wireshark.ChmodBPF.plist'
I've restarted and cold boot my system with the change being persistent and not
requiring any further troubleshooting for packet capturing.
I checked the /dev/bpf* files and the ownership for my session has changed
along with the correct permissions. As of now, this bug was resolved without
any additional incidences and will be closed because it may have been my OS
launchd services and not the program installer.

org.wireshark.ChmodBPF.plist Launch Daemon

The reference string to the program located at /Library/Application
Support/Wireshark/ChmodBPF/ChmodBPF does not exist and was never created when I
installed Wireshark 2.4.0 from a clean installation. I've attempted to remove
and install this program, downloaded from the official build site, multiple
times. This file and directory are never created in any of the multiple
installations.

This is the org.wireshark.ChmodBPF.plist file that was installed to
/Library/LaunchDaemons/ that was previously mentioned to not be loading either
automatically upon login or manually with the terminal command launchctl.

Wireshark 2.4.0 Terminal Permissions

This is the output from terminal for checking permissions of
/Library/LaunchDaemons/org.wireshark.ChmodBPF.plist and /dev/bpf* file along
with verifying the service is disabled. Any attempts to start the service with
launchctl and it's subcommands have been unsuccessful.
