Attempting to bootstrap, enable, and kickstart the daemon in macOS Sierra never worked to load org.wireshark.ChmodBPF.plist service. I'm unable to determine how the service was originally disabled or where the saved state is stored but I was able to resolve the problem with using a legacy sub-command of launchctl. Open terminal and enter the commands: 'sudo launchctl load -w /Library/LaunchDaemons/org.wireshark.ChmodBPF.plist' I've restarted and cold boot my system with the change being persistent and not requiring any further troubleshooting for packet capturing. I checked the /dev/bpf* files and the ownership for my session has changed along with the correct permissions. I've attempted to remove and install this program, downloaded from the official build site, multiple times.
