I have a msi that installs fine. But if msi is invoked by a Wix setup, I get:
Exception thrown by custom action: System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.Web.Administration, Version=7.9.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified. The dll is in \Windows\System32\inetsrv.
