ISWIX (CodePlex) has a project template that does exactly this. You say File | New | IsWiX Solution and it'll create a Foo.sln, Foo.wixproj and FooMM.wixproj. In the Foo.wixproj it'll add a reference to wixui and create a fragment that includes it. It also creates another fragment that defines a 'interior' custom dialog. You uncomment one line of code in the first fragment and presto you have what you are looking for. Even if you don't want to use ISWIX you can still look at the generated project to get a feel for how to do it in your own.
