That's quite a simple one, but it's in wmaker's dockapps spirit :-)
I would also note that is seems to have already been included in the Git
repository for dockapps:

Hi,
WindowMaker has no pager (as you know). If you want to use one, probably
fspager (fluxbox) can do the trick. Is possible to put on top and hide
the menubar.
