Is this a bug or a feature that I've not seen yet?

Please refer to the WSJT-X User Guide here (scroll down a page or so),
look for "CQ nnn":

https://physics.princeton.edu/pulsar/k1jt/wsjtx-doc/wsjtx-main-1.9.1.html#CONTROLS_CENTER

This behavior is motivated for and intended mainly for use with meteor
scatter on VHF bands, where in busy periods there may be a "callign
frequency" for CQs, and QSOs are completed on other frequencies.

Feature

CQ NUMBER call

The system will as you saw QSY to that freq and carry on the QSO there.

It is a very common option on Meteor Scatter or when 6m Es taking place - keeps
QRM on calling freq down.

It’s in the manual somewhere (not that obvious from memory) but is there.
