It very much looks to me like a broken Radeon card with bad video RAM. The fact it occurs both on the 'radeon' driver as well as the 'vesa' driver supports this also. If you can possibly test it with another operating system, please try to test it out. Also, what operating system are you using, and if Linux, which distribution? Are you using your distribution's supplied XFree86, or did you compile it yourself? The bad pixels seem to create a stain which moves with the window while it's being dragged, while the bad pixels create more stain etc. etc. This also happens when scrolling windows. The color of the stains depends on the background -- they show up cyan on white windows and red on black windows. The glitch occurs in all the resolutions I've tried, from 1400x1050 down to 800x600.
