These changes look good to me; I'd like to see the whole change (doc,
proto, config) in a single patch though, and it looks like we get to use
protocol version 1.3, document version 1.3.0 and package version 1.3.0.

How does one get an fd.o account these days?  I've tried a couple of

Process hasn't really changed in years - see the AccountRequests link on the
front page of the fd.o wiki.
