There's the GNOME ftp-release-list which will probably stay available:

https://mail.gnome.org/mailman/listinfo/ftp-release-list

I plan to announce libxml2 and libxslt releases on XML-DEV as well:

know, Gitlab doesn't offer that, and on the Github mirror, there are
only tags, and subscribing to tags is not supported either.

I can create a new list in the lists.openlib.org domain and make Nick
  or somebody else the owner.

I plan to migrate all my lists to Mailman3.
