It looks to be a bug with Opera on Xubuntu and not something with Xubuntu.

you are certainly right. Opera 56-beta can play videos.

I tried Opera on 18.04, and video was a no-go on that system as well. A
video check indicated that webm should work but that Opera was not able
to play h.264 video.

H.264 video plays fine in FireFox and Vivaldi and chromium on my 18.04
systems.

It looks to be a bug with Opera on Xubuntu and not something with Xubuntu.
