https://review.openstack.org/#/c/113339/
It should have had DocImpact in commit msg.
Anyway, marking the bug as Invalid since behavior is by-design.

When I try to create port on fresh devstack in specific subnet:
neutron port-create private --fixed-ip subnet_id=3f80621c-
4b88-48bd-8794-2372ef56485c
It is created in both ipv4 and ipv6 subnets:
