The Federation manager's get_mapping_from_idp_and_protocol method is returning
a dict where the 'rules' value is a JSON string. That 'rules' is stored as a
JSON string is an implementation detail that shouldn't be exposed to callers.
The 'rules' value of the dict returned by
get_mapping_from_idp_and_protocol should be JSON-parsed before it's
returned so that callers don't have to know that it's a JSON string.
This way all callers don't have to parse the string themselves.
