Hyper-V: Driver does not check if live migration is possible to
destination node

Bug description:
Hyper-V Driver does not check whether it can live migrate instances to
the given destination [1], meaning that all destinations are valid for
the operation, including nodes which are not in the same Active
Directory. Attempting to live migrate to another host in another AD
will cause the operation to fail. [2]
