test_keepalived_respawns fails when trying to kill -15

Bug description:
test_keepalived_respawns spawns keepalived, asserts that it's up,
kills it, then waits for the process monitor to respawn it.
Sometimes, the test seems to fail when sending signal 15 to the
process.
