Public bug reported: Resource that does not belong to tenant cannot be created.
Creating resource that does not belong to tenant, 400 error had occurred. According to code, tenant_id is populated before calling create_XXX methods. Then failing with validation. I assume that it shouldn't be blocked when the resource does not belong to tenant.
