Public bug reported: When running the unit tests (when building the Debian package for Neutron Mitaka RC3), Neutron fails more than 500 unit tests. Upgrading from SQLAlchemy 1.0.11 to 1.0.12 fixed the issue.

FYI, in Debian, I don't really mind, as Debian Sid has version 1.0.12, and that's where I upload.
