If l2pop is not enabled, tunnel ports are created in tunnel_sync that it's
executed at agent startup. In this case tunnels are opened to all the hosts.
When l2pop is enabled only tunnels to hosts that have VM running on the same
network are opened.
Not sure what's happening in your environment but it looks more like some
misconfiguration than some real bug.

Title:
Ports not recreated during neutron agent restart

Status in neutron:
  Invalid

Bug description:
Ports are not recreated during neutron agent restart with l2_pop=False.
When the agent is restarted after deleting br-int and br-tun, the bridges are
recreated but the tunnel ports and some of the integration bridge ports are not
recreated.
When l2_pop is turned True, and the same procedure is retried, the bridges
and tunnel ports to all compute nodes running instances are recreated properly.
