How to reproduce:
1. Go to Identity->*, Project->Images, Project-Volumes, etc.
2. Open in a new tab/window any of the "Create" forms, e.g. Open in a new
window the "Create User" form.
3. See two titles with the very same content.
4. Observe there are two scrollbars. This is because the form is enclosed in a
div with max-height.
Affects non-angular modals.
