How to reproduce:
1. Open the Horizon Log in form.
2. Make the authetication process fail (wrong password, keystone down, etc)
3. See how the error message is shown with a bullet next to the border of its
container box.
If only one error message is shown, then using a list (<li>) might be
unnecessary.
