Currently the {{NodeQueueLoadMonitor}} maintains a separate list of metadata
(queue load information) about the cluster nodes encapsulated in an inner
class. If this metadata can be moved into the {{RMNode}}, we can probably do
away with the NQLoadMonitor all together
