Fix Version/s: 2.6.1

Pulled this into 2.6.1. Ran compilation and TestRMAppAttemptTransitions before 
the push. Patch applied cleanly.

In fact, it seems we don't need to fix 
RMAppAttemptImpl#generateProxyUriWithScheme, and even don't  need to update the 
proxy tracking url at all when registering and unregistering. At different 
stage of the app, it will be translated to different given original tracking 
url or unassigned. Make simple patch. I've tried it locally and it seemed to 
work fine.
