Correct the logic of storing version by differentiating the cases of create a new state store and the existing state store. It seems that LeveldbTimelineStore needs to be fixed too. Like RMDelegationTokenIdentifierData, create a TimelineDelegationTokenIndentifierData to wrap all fields to be serialized into leveldb for better compatibility if we add more fields in the future.
