- Service Master will not release a container from previous attempt, that is 
not reported in the RM registration response, immediately.
- The master waits for a configured amount of time for the container to be 
recovered. The   configuration is "yarn.service.container.expiry-interval-ms" .
- Once the container is recovered and reported to the master, it is started.
- If the container is not recovered within the configured time, it is released.
