As Tomas said, export the pool before shutdown.
If you have a pool which causes unexpected trouble at boot
time and you have no oppportunity to export it, you can:
- boot from a live CD or do a failsafe boot,
- zpool import -R the root pool in e.g. /a,
- move /a/etc/zfs/zpool.cache out of the way
- init 6 for a normal boot

This way only the root pool will be imported.
You can import any other pools afterwards.

Why don't you set the canmount=noauto option in the zfs dataset.

You can't do this at a pool level, but you can at a zfs/zvol level.

to prevent a filesystem or vol from being mounted at boot:

zfs set canmount=no vol|fs

You'll need to say 'zfs set canmount=yes vol|fs' later on if you want
to mount it.

I guess saying zfs mountpoint=legcy will help this, but still, that's for the
dataset, not the pool

zpool export thatpool

zpool import thatpool when you want it back.
