  MANDATORY SKILLS/EXPERIENCE:


a.. A minimum of 8 years of experience development for large-scale 
enterprise applications including 4 â? 6 years in Java/J2EE; 
b.. Experience in Service Oriented Architecture and Web Service 
development; 
c.. Web service development experience; experience with WS-* second 
generation standards; 
d.. Strong knowledge of XML Technologies (XML, XSL, XSD); 
e.. Experience with relational databases preferably Oracle; 
f.. Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux; 
g.. Strong IBM WebSphere Message Broker and MQ experience; 
h.. Novell LDAP knowledge; 
i.. Familiar with PKI architecture and understand how server-client 
certificate works; 
j.. Knowledge of BPM Engines and business activity monitoring; 
k.. Ability to produce technical documentation; 
l.. Excellent oral and written communication skills are required; 
m.. Solid knowledge of testing tools and techniques; 
   

  DESIRABLE SKILLS/EXPERIENCE:

   

a.. A Bachelors or Masters degree in MIS, Computer Science, or 
equivalent experience is desired; 
b.. Knowledge of rules engines preferably Fair Isaac blaze advisor; 
c.. Knowledge of National Information Exchange Methodology (NIEM) 
d.. Experience in Content Management Systems such as Interwoven 
Teamsite or Documentum; 
e.. Knowledge of Portals preferably Vignette Application Portal; 
f.. Experienced with formal SDLCs and business analysis methodologies; 
Working knowledge of business analysis documentation standards; 
g.. Excellent oral and written communication skills and the ability to 
clearly articulate to all project members and stakeholders; must be a team 
player who works well with technical and non-technical resources; 
h.. Must take initiative, be a decisive decision-maker and show 
confidence in decisions made; 
i.. Must be able to take strategic direction from executive management 
and participate in strategic planning activities throughout the lifetime of the 
project; 
j.. Must be able to see tasks through to completion without significant 
guidance. 
k.. Must be able to provide documentation on their work. 
   

  Sr. Developers with the following responsibilities:


a.. Participate in development of systems design; this includes 
specifying the component packaged and custom applications, class diagrams, 
sequence diagrams, activity diagrams, etc. 
b.. Communicating risks and issues to project management 
c.. Coding and designing application 
d.. Using best practices for development 
e.. Perform unit testing and fixes during testing Phase 
f.. Create/document deployment procedures 
g.. Create/document operational procedures 
   

  The resources will be responsible for the following deliverables:


a.. All documentation regarding system design 
b.. Detailed System Architecture Diagram 
c.. Data-flow Diagram 
d.. Class Diagrams 
e.. Activity and State Diagrams 
f.. Component Diagrams 
g.. Deployment Diagrams 
h.. Configurations 
i.. Build and unit tested modules for the system 
j.. Use cases and misuse cases for handoff to QA team 

  SPECIAL REQUIREMENTS:

  References should be provided from at least two former or current clients 
where the contractor has performed the same or similar work.  Provide the name, 
address, phone number and e-mail address of the reference as well as a brief 
description of the work performed.
