In the Design Environment, try looking at Run -> Runtime Explorer -> Breaks.
You may see the disabled break points, which you can click to reactivate.

4D crashed and now they are working again. I did restart 4D once without it
getting fixed. Actually now that I think about it, I only restarted the
database not 4D itself.
