Your description perfectly fits listbox arrays for basic features, or AreaList
Pro if you want a more advanced tool, yet easier to use.

I did not see anything in your image or description that could not easily be
done with a listbox. Native HTML tables don't have any enterability features,
so you'll have to pick a Javascript library to do that. Any library that can
edit tables is going to have a fairly high learning
