This addresses Klaus' comment that we Amend RFC 4861 by allowing a multicast 
address as target.

Note also that the new (RA and others) option is still there, waiting for Erik 
to advise whether it should be separated in a 6MAN draft.

My 2 cents here is that there's a need to express the behavior for any state 
that was installed in one of the peers before the other reboots or is updated 
in such a way that the previous state may be 
invalidated. In the context of the 6lo work, we are impacted by a 6LN reboot 
(router cleans state registrations), a router reboot (host reregisters if PIO 
is not changed), or a router prefix config changes (host deregisters addresses 
from old PIO and registers addresses for new PIO). 

This is as much as this spec is willing to mandate though more might be needed 
to clean up or renumber for other specifications.
