As far as I know, using the single quote to force a spreadsheet to treat
numbers as strings is a feature, not a bug. Perhaps it would be helpful to make
such strings easier to find, but removing this feature will probably cause
problems for people who rely on it.

PDF is all they need to do to produced accessible
PDF. (Although I doubt that changing the default setting will make a
difference to this type of authors.)
