I opened a Bugzilla issue tdf#160075 [1] for the regression at 24.2.1,
requesting a bibisect.
But note that issue seems resolved already with the nightly builds of
master against 24.8.0 release.

I have to apologize for the noise.
I've misremembered the progression.
At 5.1 for bug tdf#92630 and handling on GTK3 we'd tweaked the
mbEnableAccel and mbAutoAccel to be consistent cross platform.
Which for Windows eliminated the key focus onto main menu 'File'
with opening of that

It does actually work.
alt opens the menu bar.
