Shri Prasanna Kumar Pincha, whose stint as the Chief Commissioner of
Persons with Disabilities (CCPD) ended on December 27 2014, has left
an indelible ink on the disability movement in the country. The CCPD
is appointed by the Government of India as per
Avinash, No doubt, this article encapsulates the successful stint of Mr.
Pincha as CCPD. Hope the new CCPD when selected by GOI will be a person
from the sector and will have the guts to take on the establishment for
negating the rights to the persons with disabilities.

The Department of Disability Affairs (Nishaktata Karya Vibhag) functioning
under the Ministry of Social Justice and Empowerment has been renamed as the
Department of Empowerment of Persons with Disabilities
I'd argue that you can use your mobile to do so, and if you are not
comfortable typing, then you can record it with your mobile with
pretty much the same audio quality, at least the recording would be
intelligible enough. Anyways, each one up to their preference.
