For the 1st issue where it speaks the punctuation mark, you need to turn off
Number Processing in Google TTS settings. To do so:
1. Open Talkback's Local Context Menu by swiping Down followed by Right.
2. Select TTS Settings from the Local Context Menu.
3. Set Google TTS as the preferred engine
Well, probably I can provide a small suggestion regarding talkback
announcing extra punctuation marks between numbers while announcing
time and other things.
First if you are using google TTS for english, set it as default TTS
only for a while, then, tap on, Settings button located beside the
TTS,
