Subject: Signing of reply statements/affidavits by the blind Dear Friends, I had cleared the Civil Services examination in 2001 and after a long legal battle, I am presently working as the Divisional Personnel Officer, Southern Railway, Chennai. Normally, Officers of my rank sign the reply statements/affidavits filed by the railway administration in the administrative tribunals/courts against the OA/WP filed by the serving/retired employees. However, the railway administration has not allotted this duty for me citing reasons that being a blind person, I cannot sign the reply statements/affidavits, as there is an undertaking in these documents that "I have read and fully understood...". Why could not the blind Officer "read and understand" the reply statement in the present day of screen readers and scanners? Is there any legal bar on blind Officers signing these documents? If not, whether there is any document to help the blind Officers to sign these documents? Kindly let me have your clarification so that I can take up the matter with my administration.
