As per the news articles, it is applicable for all disabled vehicle owners. But we need to clarify it in the authorised circular, a copy of which I haven't yet been able to locate.

Is this only applicable for disable driver and perhaps not blind who are owners.

I haven't been able to find an official document/circular. But the
following link clearly states that all vehicles registered under the names
of disabled people will be allowed for a free ride across the NH network.

Incidentally, I too got a call on it today evening. I was told a new
circular is issued in January in which fastag toll tax is exempted to
all disabled persons. I have yet to lay my hand on this circular. If
anyone has it, then please share.
