I think Jaws developing team need not change the quick navigation key
structure, but they can make Jaws to disable quick keys navigation
There used to be a screen reader called Window Bridge which would do exactly
what you are suggesting. It is indeed possible but there would have to be
some changes in the navigation commands and structure.
Also, when on an edit box, you would not be able to use the quick navigation
keys since you
cursor moves away from the edit area or is not on the edit area.

I just wanted to share my opinion regarding HTML forms. Currently Jaws allows
us to type in the HTML edit boxes only if we switch on to forms mode. But
wouldn't it be convenient if Jaws allows us to type when the virtual cursor
lands on edit areas, without needing to switch to forms
