He is eligible. In any post identified fit for blinds, obviously partially
blind or people with progressive vision are eligible too.

Legally, if your brother crosses the benchmark of 40% disability and
if he has the disability certificate in the format prescribed, then I
see no reason for the medical board to deny on the ground of R.P.
