The Centre has invited proposals from States to give central assistance to provide 
barrier free environment in important State Government buildings in the State 
Secretariat, Collectorates, Main Hospitals, Universities and other important 
Government offices to ensure that these are accessible to the Persons with 
Disabilities (PwDs).  Central assistance will also be given to make Government 
Websites at the State and District levels accessible to PwDs as per guidelines for 
Indian Government Websites issued by the Department of Administrative Reforms&  
Public Grievances.Proposals from States have been invited by the Ministry of Social 
Justice and Empowerment under the ?Scheme for Implementation of PwD Act, 1995 
(SIPDA)? after effecting a major increase in the annual allocation under this 
Scheme from Rs. 15-20 crore in the past to Rs. 100 crore this year.

The Ministry has made a notional allocation to the States based upon their 
population of PwDs as per Census, 2001 and has requested them to sent proposals 
on that basis. For example, a notional allocation of Rs. 16.50 crore has been 
made for Uttar Pradesh, 8.90 crore for West Bengal, 7.90 crore for Tamil Nadu, 
7.60 crore for Maharashtra, 6.70 crore for Madhya Pradesh and 6.60 crore for 
Andhra Pradesh. Similar notional allocations have also been communicated to 
other States based on their population of PwDs.

It may be recalled that the UN Convention on the Rights of Persons with 
Disabilities (UNCRPD), 2008, to which India is a signatory, calls for making 
buildings, work places, facilities including information, communication and other 
services etc accessible to PwDs on an equal basis. The Union Minister of Social 
Justice&  Empowerment, Shri Mukul Wasnik, had written to the Chief Ministers of 
all States earlier this year urging them to make the important buildings and 
websites of the State Government accessible to People with disabilities in a time 
bound manner.

Central assistance on significant scale is provided to states under ?Scheme for 
Implementation of PwD Act, 1995 (SIPDA) to encourage them to move in that 
direction.

Thanks for the excellent information.  the  "Convention on Rights of Persons
with Disabilities - A guide by Commonwealth Secretariat" would be a
milestone for protection of rights of the persons with disabilities in
Indian perspective.  It is a grate source for my research work and my

New Delhi, September 3rd, 2010

The approach to people with disabilities both nationally and
internationally, has, for far too long, been built on a model of care and
entitlement based on charity. There is a paradigm shift in the approach
regarding the rights of persons with disability from the charity model to a
human rights based model. The human rights model positions disability as an
important dimension of human culture, and, it affirms that all human beings
irrespective of their disabilities have certain rights which are
inalienable.

The National Human Rights Commission has been deeply concerned about the
protection and promotion of rights of persons with disabilities. The
Commission is of the view that the persons with disabilities should enjoy
all human rights on an equal basis with others. Towards this end, the
Commission has adopted a multi-pronged approach which includes redressal of
individual complaints, legislative and policy reform, spreading of awareness
etc.

The Commission has been involved since the formative stages of the UN
Convention on Rights of Persons with Disabilities (CRPD). The Commission
advocated the ratification of the UN convention and finally the Government
of India ratified the Convention on 1st October 2007.

As a follow up action, the Commission appointed a Special Rapporteur on
Disability related issues and constituted a Core Advisory Group on
Disability to advise the Commission on matters connected with and incidental
to the promotion, protection and monitoring of the human rights for persons
with disabilities.

With a view to assess whether existing Programmes and Policies for persons
with disabilities are having the desired impact and to identify gaps in
implementation, if any, and to suggest appropriate strategies to deal with
them, the Commission organized five Regional review meetings on Disability
during 2008-09 in various parts of the country.

The Commission has advocated to the Government of India for the ratification
of Optional Protocol to the UN Convention on the Rights of Persons with
Disabilities. The Commission is of the view that the Optional Protocol will
strengthen the accountability mechanism and serve as an additional tool for
the promotion of the rights of persons with disabilities.

The Commission reviewed The Copy Right (Amendment) Bill, 2010 from Human
Rights perspective and noted that it does not meet the demand of print
disabled person. With a view to protect the rights of the print disabled
people, the Commission made recommendations for amendments in The Copy Right
(Amendment) Bill, 2010 which is being examined by the Parliamentary Standing
Committee.

With a view to monitor the implementation of various laws, policies,
concerning the rights of the persons with disabilities, Special Rapporteurs,
NHRC have been visiting various states. The Commission has also asked all
the State Governments to give wide publicity to UNPRCD to create awareness
regarding the rights of persons with disabilities.

With a view to create awareness and sensitize various stakeholders regarding
the various provisions of CRPD, the Commonwealth Secretariat has published a
book entitled "Convention on Rights of Persons with Disabilities - A guide
by Commonwealth Secretariat". This book enumerates various provisions of the
Convention in a very simple and informative manner. It not only clarifies
that States should not discriminate against persons with disabilities, but
also sets out the many steps that States must take to create an enabling
environment so that persons with disabilities can enjoy real equality in
society. Further, this book is also accessible to the persons with visual
impairments. This publication has been released simultaneously at the four
centers around the world by the Commonwealth Secretariat. In recognition of
the work done by NHRC in the field of protecting and promoting Human Rights
of persons with disabilities, NHRC is selected as one of the four
  institutions for releasing this book.

Today on 3rd September, 2010 Hon'ble Chairperson, National Human Rights
Commission, Justice Shri K.G. Balakrishnan has released the book in a
function organized in the National Human Rights Commission. Justice Shri
G.P. Mathur, Justice Shri B.C. Patel, Shri Satyabrata Pal and Shri P.C.
Sharma Hon'ble Members, NHRC were also present. The function was also
attended by Shri K.S. Money, Secretary General, NHRC, representatives of
Union Ministry of Social Justice&  Empowerment and Chief Commissioner for
Persons with Disability, Members of NHRC Core Group on Disability and NGOs
working in the disability sector.

Prism Video converter demo may help you, but it will support only "3gp"
format, but I don't know whether it will support "4gp" format or not. You

Hi friends, i just want to know, that how can i create a link. because whenever 
i copy a public link from dropbox and paste in to the message body, the mail 
receiver has to select the link by shift+down arrow, then copy it to the click 
board, and the person concerned has to press ctrl+o and then paste it in order 
to download that file.

please help me, as how can i create a direct link insted of folloowing these 
stupit steps.

Nearly 750 tweets bombard the web every second. Internet traffic is growing by 
40 per cent a year. People post 2.5 billion photos on Facebook every month.
Every minute, 24 hours of video is uploaded on YouTube.

But who owns all that data? Until now, big business was in complete control and 
used the data to monetise operations. But all that is set to change. With
Facebook launching two new features, 'Groups' and a 'Download your 
information,' the community is making a comeback.

MORE CONTROL OVER DATA

If Facebook CEO Mark Zuckerberg is to be believed, users now have more control 
over who sees their data and how much. They can also bundle up their entire
social graph (as a zip file) and walk away to another service.

'Groups' tries to tackle one of Facebook's long-standing problems. On Facebook, everyone, 
from your boss to your long-lost school friend, is a "friend."
And this means annoying, sometimes embarrassing situations.

An easy way to form small private groups on a social network, as we do in real life, is 
the "biggest problem in social networking," Mr. Zuckerberg told
journalists after the announcement.

The Groups feature allows you to form small circles of friends. Up to 300 
Groups per user are allowed, and the tool also allows Group chat and emails. The
groups can be open, closed, or secret, depending on the privacy settings.

Gaurav Mishra, Director (Digital and Social Media), MSL Group, Asia-Pacific, 
says this step is important for Facebook, given the rising competition in social
networking.

With alternatives on the horizon, such as Diaspora, which is being designed as 
an open-source, privacy-conscious social network, and Google's plans to 
integrate
social networking elements into its services through 'Google Me,' Facebook has to take up 
this "strategic pre-emptive move," says Mr. Mishra.

But the Groups feature comes with its own baggage. It is not 'opt in.' A friend 
can add you to the Group, and you get to decide whether you want to be in
it or not. It appears that in the trade-off between giving the user more 
control and encouraging use, Facebook has chosen the latter.

Users will also have to be prepared for more noise as the new features offer a 
mirage of secure conversation space that will encourage them to share more
personal details.

"The amount of sharing will go up massively and will be completely addictive," 
Mr. Zuckerberg predicted.

Sunil Abraham, Executive Director, Centre for Internet and Society, says: 
"Facebook has always taken a more promiscuous approach to configuring our social
behaviour online, the primary motivation being the maximisation of user transactions 
and consequently profits."

According to him, the logic of adding a user to a group without seeking 
permission first makes a lot of assumptions, including that you check your 
account
regularly to do early damage control and that your friends follow best security 
practices.

"I would warn people not to do anything on a Facebook group - open, closed or secret 
- that they would not do on email."

For example,

I just typed the address in a new line which will appear as a link
