A quick google search suggests that USA and Europe have regulations to make the EVs and Hybrid cars running below 30 kmph to mandatorily make a sound. Canada is working on one such regulation. Although none of the countries have enforced them yet. Given that EVs can run to crazy speeds now this

Very good point. Tesla has a mechanism which adds noise to the engine when it is running below 25 kmph or while reversing. It makes noise when on a higher speed level automatically. If there is some regulator then it should be taking note of it and imposing the practice on the auto makers.
