It is true, I myself have experienced many times e vehicles pass
nearby me without sound, I have wondered many times now how can a
visually impaired person like me can recognise these e vehicles
without sound on road?

Tesla has a mechanism which adds noise to the engine when it is running
below 25 kmph or while reversing. It makes noise when on a higher speed
level automatically.
If there is some regulator then it should be taking note of it and imposing
the practice on the auto makers.
