then talkback,
then settings,
keep navigating untill you find 'sound feedback checkbox" uncheck it

We at Point of View  run a program called sexuality
and disability  which works with
women with disabilities for their sexual rights. We at SexDis have an
intensive offline and online campaign. In the online space, we publish
posts by authors about their experiences of violence, disability,
sexuality, among other issues.
The post we published on the *Sexuality and Disability* blog yesterday is a
personal essay by Jhilmil Breckenridge. It is a story of forced
incarceration and violence, and also of great strength and survival.

He is a dubbing artiste, she is a pianist. They are both
happy-go-lucky with a thirst to live life to the fullest. They are
both blind too but the way Hrithik Roshan and Yami Gautam play the
leads of Kaabil, it is more incidental than the central focus of the
film. It is as if the love that envelopes them is enough to defeat the
odds life has thrown at them. They romance on Rajesh Roshan’s songs,
prove their dancing chops in Mon Amour and Hrithik even gets to play
Amitabh Bachchan for a bit.

Kaabil is a Sanjay Gupta film, and in his films, the perfect cannot
last for too long. The idyllic world of Hrithik and Yami is destroyed
once Rohit Roy and Ronit Roy’s baddies enter it. Yami’s Supriya will
fade out of the life of Hrithik’s Rohan, leaving a vacuum that only
revenge can fill. To be fair to him, he tries the police first but the
hands of men in khakhi are tied for the Ronit plays a politician, a
corrupt one at that. Hrithik will unleash mayhem in a style which is
reminiscent of a typical Sanjay Gupta film.

In that sense, Kaabil is a formula film the likes of which director
Gupta and producer Rakesh Roshan have tried time and again. Seems to
be inspired by Hollywood’s Blind Fury (1989) and Korean hit Broken
(2014), the film pits its blind protagonist as a man on a mission, out
to destroy the people who have destroyed him.

The focus is on action, done the Sanjay Gupta way. Read that as dull,
dark tones and a lot of blood. The focus is on Hrithik Roshan’s face
and his blank eyes. The film’s music, despite the retreaded Haseeno Ka
Deewana and Kissi se Pyaar Ho Jaaye, fails to actually stay with you
for long. Urvashi Rautela’s sizzling dance number probably will.

The Union Government has constituted committee (Working Group) to
frame uniform rules for the states to avoid delay in proper
implementation of the
Rights of Persons with Disabilities Act, 2016
 across the country.

The Committee will be headed by Secretary from Department of
Empowerment of Persons with Disabilities (DEPwD). It will submit its
report within three months.

Composition: It will comprise of representatives from the Union
Ministry of Health, DoPT, Labour, Legislative Department and
representatives from NGOs
as members.

It will also have Principal Secretary/Secretary, Social Welfare
Department from Karnataka, Gujarat, Odisha, Assam, Madhya Pradesh and
Uttar Pradesh.

Terms and References of Committee: Suggest model draft rules for the
states in order to have a uniform rules across the country and also to
avoid delay
in finalization of rules by any state.

Rights of Persons with Disabilities Act, 2016

•The Act was notified in December 2016, after it received assent of
President. It comprehensively covers a whole spectrum of problems from
physical disabilities
to mental illness and multiple disabilities under it.
•It raises number of disabilities from 7 to 21. It also raises
reservation in government jobs for persons with benchmark disabilities
from present 3% to
4% and in higher education from 3% to 5% per cent.
•It includes mental illness, autism, spectrum disorder, cerebral
palsy, muscular dystrophy, chronic neurological conditions, specific
learning disabilities,
speech and language disability, sickle cell disease, deaf ,blindness,
acid attack and Parkinsons disease under the definition of disability.
•The Act aims to bring Indian laws in line with the United Nations
Convention on Rights of Persons with Disabilities, to which India
became a signatory
in 2007.
•Once it comes into effect, every child with benchmark disability
between the age group of 6 and 18 years will have the right to free
education.

He is a dubbing artiste, she is a pianist. They are both
happy-go-lucky with a thirst to live life to the fullest. They are
both blind too but the way Hrithik Roshan and Yami Gautam play the
leads of Kaabil, it is more incidental than the central focus of the
film. It is as if the love that envelopes them is enough to defeat the
odds life has thrown at them. They romance on Rajesh Roshan’s songs,
prove their dancing chops in Mon Amour and Hrithik even gets to play
Amitabh Bachchan for a bit.

Kaabil is a Sanjay Gupta film, and in his films, the perfect cannot
last for too long. The idyllic world of Hrithik and Yami is destroyed
once Rohit Roy and Ronit Roy’s baddies enter it. Yami’s Supriya will
fade out of the life of Hrithik’s Rohan, leaving a vacuum that only
revenge can fill. To be fair to him, he tries the police first but the
hands of men in khakhi are tied for the Ronit plays a politician, a
corrupt one at that. Hrithik will unleash mayhem in a style which is
reminiscent of a typical Sanjay Gupta film.

In that sense, Kaabil is a formula film the likes of which director
Gupta and producer Rakesh Roshan have tried time and again. Seems to
be inspired by Hollywood’s Blind Fury (1989) and Korean hit Broken
(2014), the film pits its blind protagonist as a man on a mission, out
to destroy the people who have destroyed him.

The focus is on action, done the Sanjay Gupta way. Read that as dull,
dark tones and a lot of blood. The focus is on Hrithik Roshan’s face
and his blank eyes. The film’s music, despite the retreaded Haseeno Ka
Deewana and Kissi se Pyaar Ho Jaaye, fails to actually stay with you
for long. Urvashi Rautela’s sizzling dance number probably will.

 Update on our legal intervention in the matter of teaching posts in
JNU at CCPD:
 In the last hearing which concluded on 23rd January 2017 JnU
administration is forced to submit the corrected roster from first
January 1996 which they failed till date. The roster they brought was
indicating posts from 1999 could not sustain due to our strong
arguments.
 Secondly, The Centre for Political Studies (CPS) had short listed
some candidates for the interview which was scheduled on 31st of
January 2017. Unfortunately, the the criteria of short listing was in
violation of the spirit of the PWD Act and the UGC norms. JNU
officials have been asked to correct this and revise the short listing
by calling all eligible candidates for the interview.
 Thirdly, we also were successful in pressing the CCPD and the JNU
officials to relax the conditions for the posts of Associate Prof. and
Prof. in view of the Para 22 of the DOPT OM and the Delhi High-Court
judgment in the matter of Akhilesh versus UGC where-in the Hon'ble
High-Court had directed the respondent to relax the eligibility
conditions if the short listed candidates do not fulfil the
eligibility criteria.

Sometime in late 2017...

I excitedly entered a movie theatre along with my friends and
attendant to watch Woody Allen's latest movie. I was thrilled to
finally be in the theatre.
My mother had visited various cinema halls in the week preceding the
release of the film to check which theatre was accessible, which row
my wheelchair
could most comfortably be parked in and whether there was enough
legroom for me to sit.

However, my preparations had started much earlier. I had started
rehearsing my respect for the national anthem way back in January when
the Home Ministry
came up with
guidelines for the disabled
 to show respect for the national anthem as directed by the Supreme
Court. The guidelines clearly stated that "persons with locomotor
disabilities and
other wheelchair users having affected lower limbs shall position
himself/herself to the extent of maximum attentiveness and alertness
with or without
the help of appropriate aids and appliances". It went on to describe
how "a wheelchair bound person with disability shall make the
wheelchair static, position
himself/herself maintaining the maximum possible alertness physically".

I was elated at this news. I might not have managed to win my country
a cricket match but finally I had a chance to prove my patriotism.

Rehearsals started the very next day. Every morning I would make my
attendant make me sit on a wheelchair and make me drink two espresso
shots. With this,
I would be fully alert. Me being static was the bigger challenge of
course. He would tie my legs to the footrest with a jute rope, my
paunch would be locked
and still courtesy two belts that crisscrossed my upper body. I also
realized that in a live theatre setting I might have a tendency to
look around—after
all, a man is curious. But I was a man on a mission and I had a plan
for that too. I would wear a neck support, ensuring my neck wouldn't
move an inch
during the anthem. I had learnt from Malcolm Gladwell that one needs
10,000 hours of practice to become world class in any field. I might
be disabled,
but I'm a lazy Indian first. I set myself a target of practicing for
1000 hours. Born in the land of Aryabhatta, I'm good at maths too. I
realised it would
take me three hours and 20 minutes of practice every day to be ready
in 300 days. Right on time for my movie of the year.

For my friends with hearing impairments, the national anthem soon
became their favorite aspect of their theatre experience. After all,
the guidelines had
now mandated that "there must be appropriate indication on the screen
that the national anthem is being played or sung as the persons with
hearing disability
are likely to miss the auditory cues". Never mind if they don't
understand the rest of the movie with subtitles absent... at least
they won't miss out
on the national anthem now.

Close to a year since the guidelines have been released, it's persons
with blindness that feel shortchanged. The guidelines merely say
"persons with blindness
and low vision shall stand up in respect to national anthem." That's
what everyone does. How do they show extra love for the country?

The guidelines also state that persons with mild intellectual
disability "can be trained to understand and respect National Anthem".
This proved a good
opportunity for Arindam Chaudhuri to make a comeback. He has launched
IIPM in a new avatar – Indian Institute of Patriotism and Morals.
Sadly for him,
he counted his chickens before they hatched and no one has fallen for
his trick and enrolled for the course.

Yes, we live in the 21st century. Yes, movies often don't have
subtitles for the hearing impaired. Yes, they don't have audio
descriptions for the blind.
Yes, most theatres don't have ramps for those with locomotor
disabilities. But how the hell does that matter? We are now finally,
patriotic citizens of
India.
