Dear Friends,

I agree with Prashant.  We must strongly advocate with lawmakers and
policymakers to ban licensing of OTT platforms in India unless they
meet minimum standards of accessibility.  Althoug I appreciate efforts
of Diptiji it truly unviable and also I am restricted by the choices
that she and the team will make.  Why should I not have things of my
choice?  Of course, I don't wish to argue but major organizations and
especially those that claim to be national organizations have
disappointed us much by their inaction then action.  I wish to know as
to how much of efforts was put into making regular OTT platforms in
India accessible.

I have been fighting constantly with Zee5 but without success.  That
is so mainly as I am the sole fighter.   Too disappointing.

I don't agree to all of you. If a person is taking trouble in making some 
accessible content for you, why shouldn't you tell him/her that you are 
visually handicapped. She's preparing content for you, shouldn't she know that 
her content is going to the targeted audience? When will we change our habit of 
mistrusting everyone? If she gives the content free to you, you are ready to 
share every information. When will we change ourselves and our attitude? We 
should try to encourage the persons who are keen to work for us.

authorized to provide audio description services exclusively to individuals
with visual impairment. In order to ensure that our content is accessed
solely by visually impaired users, we have implemented a verification
process that includes the option of sharing a disability certificate. We
understand that some individuals may have concerns about sharing personal
health information, and for this reason, we offer alternative verification
methods, such as obtaining a reference from our partnered organizations or
NGOs, or entering a verification code provided by our Nobaflix partners. It
is important to note that the disability certificate, Unique Disability ID
(UDID), or any government-issued ID serves solely as a means to
differentiate between sighted and visually impaired users on our platform,
and it does not qualify the user for any discounts or concessions on

It is necessary to be aware of the Indian copyright act  and other laws that 
are applicable to conversion or adaption of any creative content to formats 
that  can be used by persons with disabilities. There is a rationale behind 
demand of proof of disability by various entities in our field.  

Nobaflix or any  other entity can create a copy of a movie or TV series with or 
without the permission of the copyright holder with audio descriptions. 
However, they have to ensure that the distribution is limited to persons with 
disabilities only. They need to put in place mechanisms  to identify the users 
and maintain their records.
Nobaflix or any other company or NGO or individual is also allowed to cover the 
costs of audio description, but it should not be profit oriented. This is what 
our copyright law says.  

Hence what Nobaflix is doing is necessary as per our law. One should provide 
the disability certificate  to enjoy the service. 

And there is another way. While registering in the app you can choose the name 
of a partner agency who can verify your identity. For example you can choose 
NAB Delhi. You will   not need to upload your certificate. NAB Delhi will check 
and if you are a member of its library or registered as a visually impaired 
person then they will approve your registration  and you will be able to use 
the app. 

If the mainstream film and TV series producers on their own add audio 
descriptions then there won't be a need for apps like Nobaflix.  But we all 
know that this is not going to happen soon, particularly for existing content. 

I sometimes pity those entrepreneurs who dream of creating a product or service 
and sustaining it financially counting on the large population of visually 
impaired in the country. Sooner or later in the past they had to either shut 
shops or hunt for CSR funds or donations to survive. This is because on one 
hand the majority of VIPs do not have disposable income and  there are many who 
are resistant to change and don’t want to pay for services.

Exactly, if it is a not-for-profit venture providing a free service,
the case is different.
In its present form, I am not comfortable sharing my disability
certificate as well as pay the subscription fee.
I think we need to have more robust regulatory framework which
provides a greater autonomy to the individuals for protection of their
health information and makes the companies more accountable regarding
the use of such info.
