Provision of scribe is a well-established conention. The S E Rail denied it
on a baseless ground. Banking facilities are still something new. Maybe this
is why the CCPD cannot force it upon

I don't think banking disputes are new. Even I was told the commissioner
himself filed a case against his banking problem long back and got victory
from the SC
