Hello,
To turn off notifications, go to settings > notifications.
You will find the list of apps activate the app for which you want to
turn off the notification. After activating the VO focus will fall on
the notification toggle button on, turn it off.

I'm not sure why VoiceOver looks to be off despite clearly being in
use, but you can turn off "always speak notifications" in VoiceOver
settings to stop VO from reading out all your notifications on lock
screen. You'll find it just after the rotor and typing settings.
