The following boot-parameter does work:
kernel (hd0,6)/linux-2.6.21.1 root=/dev/hda3 nmi_watchdog=0
And this one does not:

The patch seems to solve the issue. With that applied, the same config, the
module loaded and no special kernel boot option, I am able to resume from
suspension to ram.

I found a solution (works so far) to this problem on my PC.
Earlier, I installed a bunch of apps along with nvidia drivers using
Automatix2. Thats when my reboot problems started occurring. By uninstalling
nvidia through Automatix2, I have regained control of Kubuntu's shutdown/reboot
effect. E

Just to confirm, are you using a 32-bit or 64-bit PC? There's one entry in
Automatix listed as "nVidia Driver", but it only displays it as "64bit" (cause
of course I'm on a 64-bit machine).

I just found that if I choose Hybernate from the shutdown menu and then
it does completely power off. Resuming failes but that's another bug.
