I reinstalled and booted Windows and confirm that the fan behaves sensibly
while using that OS.

The kms should be enabled on the HP6910p laptop if the video driver is loaded.
In fact we see this issue on another HP laptop.

OK, HP recommended I upgrade the BIOS from F.21 to F.22.
They believe it fixes fan problems.
I tested with Windows first - no change - Windows still silent.

Yes I can, but I mean that notebook doesn't sleep. I test this with Xserver
stopped and sleep/resume works. I will try it with KMS + framebuffer enabled.
