The same undesirable effect is present, but increasing brightness has no effect now. Energy saving must be set on AC power and on Battery that way: Screen Brightness enabled with maximum level for both. Apply change removes the bug. Set that way, removing the PS reduces brightness to minimum and reconnecting it restores normal state. No need to increase it manually.
