Windows 9x/Me don't have a computer account in AD, so you don't join them to
the AD, you just log in to domain.

Command line or other it is not possible. WinNT and above are required
for membership in a domain whether it is NT or AD. Win98 can 'browse' in
the domain but it can not be a security principal.
